The implementation of staggered cement production will not only reduce the excess production capacity, but will also have a significant effect on atmospheric environmental management. However, industry insiders pointed out that the management of smog alone may not be successful because of the cessation of production in the cement industry, and more social efforts are required to participate.
Wrong Peak Produces "Two Birds with One Stone"
In recent years, the overcapacity of occupational capacity in steel, coal, electrolytic aluminum, cement, and shipbuilding in China has become increasingly prominent. How to resolve the excess capacity has become an urgent demand for industrial manufacturing, especially high energy-consuming industries.
"In terms of cement occupation, the overcapacity of cement in Liaoning has reached about 46%. Occupation is in a modest profit. Some enterprises have lost money. The cement price has now reached the lowest level in nearly 20 years." Wang Youchun, president of Liaoning Cement Association, told reporters.
After entering the winter in the past, although the cement market demand is weak due to the reduction of the construction volume in the winter in the north, the cement producers will still release a certain amount of capacity. This long-term cumulative effect not only exacerbates the crisis of occupational overcapacity, but also poses a serious threat to regional air quality. In order to find a new way to resolve the excess capacity and improve air quality together, the cement profession began to try to produce products at peaks.
"The production of Wrong Peak is a professional self-discipline behavior recommended by professional associations, and it is the performance of cement enterprises to actively take on social responsibilities." Kong Xiangzhong, executive vice president of China Cement Association, stated in an interview with reporters.
The production of cement shifted peaks involves 15 provinces, municipalities and autonomous regions in winter heating areas in China. There are a total of 742 new dry process cement clinker production lines, accounting for about 42% of the total number of new dry process cement clinker production lines in the country. Cement clinker The production capacity is 717 million tons, accounting for about 40% of the national total.
If the average kiln is shut down for 3 months during the winter heating period (the kiln can be stopped for more than 4 months in the Northeast region), at least 180 million tons of cement clinker production and winter storage will be reduced, which will reduce coal consumption by 28 million tons and CO2. Emissions of 156 million tons, SO2 emissions of 5,400 tons, nitrogen oxide emissions of 198,900 tons.
Secondly, enterprises will spend less than 38 billion yuan of clinker production liquidity, reduce 720 million yuan in financial costs, 2.9 billion yuan in winter clinker storage costs, and 3.2 billion yuan in winter coal consumption costs.
"This will have a positive effect on improving the air quality in the northern winter and reducing the company's capital. It can be described as killing two birds with one stone," said Yu Benliang, vice president of Northern Cement Corporation.
The benefits will gradually appear
In November of last year, Xinjiang took the lead in implementing a four-month off-peak production method for winter cement kilns. Due to the large scale of demand suspension, the China Cement Association took the initiative to coordinate the off-peak issues between regions.
After coordination and efforts from various parties, in December of the previous year, the three northeastern provinces have successively implemented winter peak production, and the Guanzhong region of Shaanxi has also started to produce peak production for cement enterprises from January 1 this year. The day began to stop kiln to limit production.
"The larger the area of the peak shift, the better the role; the greater the administrative impetus, the better the role." In Ben Liang's view, peak shift production turned bad things into merit, and turned overcapacity into a favorable condition to reduce environmental pressure .
Kong Xiangzhong indicated that the production of staggered cement production in the Northeast region has been implemented for more than a month. The specific role also requires detailed reports from the provinces after the Spring Festival for overall evaluation.
More efforts are needed to control the haze

Wang Youchun pointed out that after the suspension of production in order to manage the haze, the state should give policy encouragement to the industries and enterprises involved, such as reducing or exempting sewage charges and land use taxes during the suspension of production, so as to encourage enterprises to participate more actively in peak shifts Production in progress.
According to Kong Xiangzhong, this year, the Cement Professional Association will track and investigate the production situation of winter peak shifts in Xinjiang, the three northeastern provinces and the North China region, find out the existing problems, and summarize the experience in a timely manner. "In addition to the production of staggered peaks in winter, we have now begun to study how cement companies can stop the kiln to avoid the problem of peak power consumption during the peak summer power season in the south."
